Have you ever tried out Content Deployment? For sure out of the box it would only help for the initial deployment but not for any upgarde scenario. There are tools like Avepoint replicator which might fill the gap as they allow a much more granular content deployment. But those tools are expensive. Your ideas about the deplyoment manager sounds very interesting.
